XTX lacking power in High gear

This is the 2008 AC Prowler 700 XTX with a 2016 700 H1 engine put in.
It feels like it lacks power in high gear. This is a fairly new engine with 250 or so miles on it. In low gear is gets up great but put it in high and it sounds and feels like it lugs to get going and my 550 atv pulls past up to 30-35mph.
I did put 27" Sedona Rip Saw tires with MSA wheels on it so maybe they're to heavy? I know it should be able to handle them. I've done nothing to the engine, just dropped it in and hooked it up. Should I modify the air intake? Open up the exhaust? It isn't putting out what a 700 should.
I'm going to drag it beside another (all original) Prowler to see the difference.

I had the same experience with mine! Go down 2 grams per roller in the clutch, it will wake it up!
