[700 CAMO]

Could anyone tell me if when your motor is running and in neutral on a 2009 700 xtx, if either of the clutches should be spinning???

NO neither of the clutches should be spinning . if so adjust adjust the idle it the carb ( if it has a carb) or check your linkage on the throttle body . the higher rpm is causing the wet clutch to lock up and engage the drive clutches
